Evidence that members of ISIS or another jihadist groups have entered the U.S. through the southern border has been reported several times, including when a Washington watchdog organization said four “Islamic terrorists” were caught in Texas in a period of just 36 hours.
The 2014 report from Judicial Watch said the arrests, confirmed by the Department of Homeland Security, were made in McAllen and Pharr.
About the same time, Rep. Duncan Hunter, R-Calif., disclosed in a TV interview that ISIS jihadists were captured coming into the U.S. from Mexico.
“They were caught at the border … therefore, we know that ISIS is coming across the border,” he said. “If they catch five or 10 of them, we know there are dozens more that did not get caught.”
Rick Perry, then governor of Texas, had just warned a Heritage Foundation audience that ISIS militants “may have already slipped across the Mexican border.”
Now the chairman of the U.S. House Homeland Security Committee, Rep. Michael McCaul, R-Texas, has reiterated the warning, revealing that dozens of ISIS members already have been arrested inside the U.S.
“We have arrested over 80 ISIS followers in the United States. We’ve found 75 plots against the West, many of which we have stopped,” he said.
McCaul was speaking to reporters on the “Inside Texas Politics” program for WFAA television in Dallas.

A reporter asked the congressman about the presence of ISIS members in the U.S.
“It’s the one that keeps you up at night, the one you don’t know about; the Chattanooga or the San Bernardino,” McCaul responded. “I think we have to imagine that they’re here and we have to stop it, but it’s a very hard thing to stop.”
WND reported last May that two Muslims wearing body armor and armed with assault rifles had traveled 1,000 miles to the Dallas suburb of Garland to try to slaughter as many people as they could at a draw-Muhammad art competition.
They tried to penetrate the massive security, which organizers estimate cost them up to $30,000, and ISIS later claimed as their own the two men, Elton Simpson and Nadir Soofi of Phoenix, who were shot and killed immediately by police after they jumped out of their vehicle on the street and began firing.
In the WFAA interview, McCaul noted the threat is higher in Europe because of its open borders.
But he said he believes American dams “are definitely a target,” whether the attacks would be through cyberspace to create an uncontrolled release or a bomb to do the same.
He said he addresses the concerns in his new book, “Failures of Imagination,” which offers possible solutions.
“The reason I wrote the book is to tell the American people the truth about the threats we face as a nation and what we need to do to stop it,’ he said.
He said he hopes the GOP’s eventual nominee for president this year will pay attention.
“The candidates need advice and advisers on this issue,” McCaul said. “I’ve been tasked by the speaker of the House to help lead the national security blueprint for our nominee.”
One Texas sheriff previously declared he was prepared to handle the ISIS threat.
“If there are ISIS fighters that may already be in the United States, or in your area who’ve crossed the border, what’s your message to them?” CNN’s Don Lemon asked Midland County Sheriff Gary Painter.
“If they rear their ugly heads, we’ll send them to hell,” Painter said.
But McCaul said America failed to imagine 9/11.
“That’s what the 9/11 commission said. We have to imagine what [can] happen in order to stop it,” he said.
He said his book counters the Obama administration’s “false narrative” that the Fort Hood terrorist attack by a Muslim was workplace violence and the war on terror is over.
Hunter previously noted the importance of securing the southern border.
“It’s that simple. ISIS doesn’t have a navy, they don’t have an air force, they don’t have nuclear weapons,” he said. “The only way that ISIS is going to harm Americans is by coming in through the southern border – which they already have.
“They aren’t flying B-1 bombers, bombing American cities, but they are going to be bombing American cities coming across from Mexico,” he said.

WND reported Judicial Watch warned there was an ISIS presence in Mexico, just across the border from Texas.
The warning was followed by an increase in security at Fort Bliss, Texas.
“It’s a significant issue when this is done,” retired Army Lt. Gen. Jerry Boykin said of the higher security measures at Fort Bliss, which is just across the border from Juarez, Mexico.
“That means they’re getting a threat stream. Fort Bliss had to have a clear and present threat,” said the former Delta Force commander, who also was deputy undersecretary of defense for intelligence for four years.
Fort Bliss spokesman Lt. Col. Lee Peters said that based on Department of Defense “guidance from recent nationwide incidents, and our own internal assessments coupled with recent media reporting, we decided to implement increased security measures on Bliss.”
“These changes are not as a result of a specific threat but rather to simply get prudent security measures in place to protect our military, employees and visitors,” the statement said.
But the move was made shortly after Judicial Watch said Islamic terrorist groups are “operating in the Mexican border city of Ciudad Juarez and planning to attack the United States with car bombs or other vehicle-borne improvised explosive devices.”
The report said high-level federal law enforcement, intelligence and other sources confirmed to Judicial Watch that a warning bulletin for an imminent terrorist attack on the border has been issued.
