Ted Cruz lays out principles of overseas engagement

Sen. Ted Cruz, the first Republican to announce his run for the presidency, spoke in length about his foreign policy visions for the country, saying in essence what’s needed is a more Reagan-like approach to all matters overseas.

“The touchstone of foreign policy should be the vital national security interest of America,” he said, clarifying he was neither a “full neocon” nor a “libertarian isolationist,” the Daily Caller reported.

“I believe America should be a clarion voice for freedom,” Cruz said, during an interview with the Daily Caller while attending the Republican Jewish Coalition’s Spring Meeting.

He went on: “The bully pulpit of the American president has enormous potency,” and the nation should hearken to the times when former President Ronald Reagan changed the “arc of history” by demanding Soviet Premier Mikhail Gorbachev tear down the Berlin Wall.

Cruz also said America should not go the path of intervening in other countries to force democracy.

“Historically, America has always been reluctant to engage in military conflict,” he said. “It’s worth noting, in eight years, the largest country Ronald Reagan ever invaded was Grenada.”

On Syria, Cruz called President Bashar Assad “a bad actor,” the Daily Caller reported. But he hesitated to say the United States should arm the Syrian rebels.

“He’s a monster who’s murdered hundreds of thousands of his own citizens, women and children with chemical weapons,” Cruz said. “But the enemy of my enemy is not necessarily my friend. I opposed President Obama’s proposed military attacks against Syria because the administration was not able to articulate how it furthered U.S. national security interest, and the consequence of arming the rebels – among those rebels are radical Islamic terrorists.”

He also gave his foreign policy a name, the “Cruz Doctrine,” the Daily Caller said: “If and when U.S. military force is required, [it should only] proceed under three preconditions. First, it should begin with a clearly stated objective at the outset. It should be directly tied to U.S. national security. Second, we should use overwhelming force to that objective.”

And third: “We should get the heck out. It is not the job of the U.S. military to engage in nation building to turn foreign countries into democratic utopias.”
