As secretary of state, Hillary Clinton needed a quick 101 regarding the internationally utilized diplomatic abbreviations for the groupings of countries, emails released yesterday by the State Department reveal.
“What is the E3+3 vs the P5+1?” Clinton asked in an April 21, 2009, email.
Deputy Chief of Staff Jake Sullivan replied to her: “I’m being told – and still trying to verify – that as of last week, we’ve succumbed to the Europeans’ preferred term. That there was interagency discussion of this, and that going forward, we will join the rest of the world in calling the P5+1 the E3+3.”
But Clinton wasn’t familiar with that jargon.
“What does it mean? What is the E and who are the three?” she further asked.
Sullivan explained:
“E is Europe.
“E3 is UK, France, and Germany.
“+3 is US, China, Russia.
So it’s the same 6 as the P5+1, just a different name.”
Sullivan further explained, “On the E3+3 v. P5+1, they are identical, just different names.”
After the helpful tutorial, Clinton wrote, “I already feel safer.”
To which Sullivan, perhaps sensing some discomfort, replied, “And I feel ashamed that I had to subject you to this.”
The “EU 3 + 3″ was coined in 2006, when Europe and the United States began diplomatic outreach to Iran. It was widely utilized in Europe, while the United States preferred to call the diplomatic groups the P5+1, which refers to the five permanent members of the U.N. Security Council plus Germany.
The State Department yesterday released around 3,000 pages of Clinton’s emails in compliance with a court order. It was the second batch to be made public, with the first containing about 850 pages.
Clinton has faced heavy criticism for her use of a personal email server to conduct government business.
