Obama goes after truck emissions in latest climate mandate

President Obama’s push for mastery over the changing climate took another step on Friday with the unveiling of a new EPA mandate aimed at the commercial trucking industry.

The newly-proposed EPA rule, if approved, will require commercial fleets to improve fuel efficiency by 24 percent for vehicles manufactured through the 2027 model year, a step the Obama administration estimates will reduce greenhouse gas emissions by 1 billion metric tons.

In a fact sheet released Friday, the EPA and National Highway Traffic Safety Administration (NHTSA) placed the emphasis squarely on saving the environment – but asserted that cutting carbon emissions also will spur economic growth.

“This ‘Phase 2 program’ would significantly reduce carbon emissions and improve the fuel efficiency of heavy-duty vehicles, helping to address the challenges of global climate change and energy security,” the agencies stated.

“…The Phase 2 standards would spur innovation, encouraging the development and deployment of existing and advanced cost-effective technologies for a new generation of cleaner, more fuel-efficient commercial trucks; creating opportunities for job growth; and providing an opportunity for U.S. industry to build on its position as a world leader in fuel-efficient trucking technologies. Under these proposed standards, the fuel consumption of tractor trailers alone could drop as much as 24%.”

According to The Hill, the Obama administration is expecting the rule to cost little to implement, and to pay big dividends.

“Mark Rosekind, head of the Transportation Department’s National Highway Traffic Safety Administration, said the rule would result in $270 billion in benefits nationally and only cost $25 billion,” The Hill reported, with Rosekind predicting the standards would bring “more money to the pockets of businesses and consumers.”

Rosekind didn’t elaborate on how the rule would achieve that kind of benefit.
