D.C. deluged with concealed carry applications after court overturned gun law

Following a federal court’s rejection of its gun ordinance in May, Washington, D.C. saw a profound spike in the number of people applying to the city for a concealed carry permit.

Concealed carry applications increased threefold in the weeks immediately following Judge Frederick Scullin’s ruling against the “good cause” portion of the city’s gun law — a restrictive clause that Scullin declared unconstitutional and ordered the city council to revise.

The “good cause” provision placed the burden of proof for gun ownership on residents of Washington, D.C., essentially forcing applicants to convince the local police department that they have an exceptional need to own a handgun. Scullin overturned the law and forced the city to go back to the drawing board to come up with something that didn’t so closely resemble an outright ban.

An analysis of permit applications by The Washington Free Beacon shows that permit applications tripled following Scullin’s ruling:

Between January 1 and May 18, the city received 45 permit applications, according to Sean Conboy fo the Metropolitan Police Department. However, after Judge Frederick Scullin ruled that the “good reason” clause contained within the city’s carry law was unconstitutional on May 18, applications increased significantly.

Between May 18 and June 26, the city received 140 applications, according to Conboy.

The rate at which applicants are approved, however, has remained abysmally low — both before and after the ruling. “Conboy said 27 applications had been approved between January 1st and May 18,” reports the Beacon, “whereas 11 applications had been approved since then.”

The court ruling came as part of an ongoing legal battle with a handful of citizens, assisted by the Second Amendment Foundation, who sued for the law to be changed. Last month, an appeals court allowed Washington, D.C. to temporarily continue enforcing the “good cause” provision of its current law until the city exhausts the appeals process.
